World Cup Carnival is the first soccer (football) game utilizing the official FIFA license. In the Commodore 64 and Amstrad CPC versions, ten teams are available, in the ZX Spectrum the selection is extended to the 24 participating teams in the real World Cup. On any of the platforms, the competition is limited to eight teams. A training mode with juggling and penalty taking and saving is also included in all versions. There are no formation settings, and matches last for three minutes.

Initially planned as a US Gold in-house title, time constraints after a failed first attempt forced them to acquire Artic's World Cup Football, and fit the game with licensing tags and 'feelies' including a badge and wallchart, to release the game in time for the competition.

Although one of US Gold's biggest ever sales successes, their reputation was not helped by the game. Amstrad Action magazine gave it 0%, and other reviews were highly negative. On forums such as www.worldofspectrum.org and www.lemon64.com , the US Gold game has a much lower rating than World Cup Football, despite being all-but identical.
